Audrey Wright Glenn

Audrey Wright Glenn is a governance-layer strategist and network reliability specialist whose work spans public safety communications, telecommunications regulation, and catastrophic outage resilience. Her work focuses on how critical communications systems behave under stress, especially during correlated, unpredictable failures (e.g., earthquakes, hurricanes, power-grid failures) and how governance-layer intelligence can maintain continuity when traditional network connectivity protocols are invalid.

Across more than a decade in the telecommunications and public-safety technology sectors, Audrey has supported regulated network operations, emergency services infrastructure, and Next Generation Core Services (NGCS) deployments. Her experience includes guiding technical teams to meet federal and state network reliability requirements, interpreting complex regulatory obligations, developing continuity protocols, and shaping compliance programs for mission-critical communications environments. She has worked extensively with NG911 reliability rules, network outage reporting, public safety communications governance, and resilience requirements for emergency networks. 

At CAROUSEL, Audrey leads the development of the Governance-Layer Continuity Core (GLCC), the decision-making and uncertainty-management layer that remains operational even when networks fail. She also defines the requirements for the Seismic-Resilient Autonomous Transport Layer (SR-ATL), the multi-path, fault-tolerant transport substrate implemented by CAROUSEL's technical partners.

Audrey has extensive experience engaging with federal and state regulatory bodies. She brings a governance-first perspective to resilience challenges, emphasizing continuity, accountability, and survivability across technical, regulatory, and operational layers. Her work ensures that CAROUSEL and its partners remain operationally reliable and compliance-ready, even during the catastrophic outage scenarios it is designed to address.
